Rule blocks for holiday request rules

Validate if the holiday period of a certain size is requested sufficiently in advance. An anomaly can be generated if this validation is negative.

If holidays are requested too far in advance, e.g. > 12 months in advance, an anomaly reason can be generated.

If holidays are requested for days that are already planned as exception days with a certain category, an anomaly can be generated.
